In 10-person raids we have adopted a policy that is based on free-rolls for main-set items first. There is no limit on how many times you can roll, nor how many items you can win. This is not to say that 10-person loot is trivial, but the jump from Heroics to raids in WotLK is not as large as it was in Burning Crusade, so it is much easier to gear up.
Also, having everyone allowed to roll on an assortment of upgrades keeps the entire instance interesting for everyone involved.
A 25-person loot system has not been established. What I do know is that it will be based on upgrades. Eventually, I would like everyone to set up a Wish List, listing their top two or three best-in-slot items. This will help determine who needs and gets what from which bosses, etc. Also, our leadership will serve as a Loot Council.
